Back in 1996 I bought a set of these for my 92 civic, just was playing with mods for the car (got silly blue ones, it was fun) but these were just off the shelf at a local shop. No idea who made them or what they were called...

I know the 'real' term for them are city lights, but if you can't see the photos, these are not the ones you drill into your OEM housing, but they hang over your stock halogens and you wire them either to a toggle switch or just splice into your parking lights:
