Actually the Evo 9 has been out for a while arleady, IN ASIA, cuz i went there last summer and saw some. As for the "fins", yes, they're for aerodynamics, they act as small spoilers, thus giving it more stability i think.
The big wing is there because they are trading on its rep as a rally car. And you have to be able to distinguish it from the normal Lancer. Those fins on the back are vortex generators, they straighten airflow across the back of the car for less drag. More for looks really though because you don't get much gain until high speeds much like any kind of spoiler or wing.
Topgear tested a much faster version of the Evo9MR (forgot the name) and found that turbo lag really sucks on it. I think it had 400bHP. All that power according to Topgear only happens for a few seconds during shifts. It couldn't even keep up with a 125bHP Renualt Espace. Tested on a long straight.

the little fins are air splitters. They don't act as mini spoilers. Its there to cut the air so the car has less resistance or something. It did improve their times forgot for which one but it reducd the time by a little. I read it car and driver like couple months ago. OR was it road and track. Its was one of the automotive magazines.
