The reason being that rubber cement is non distructive unlike many of the other adhisives. When you take them out it breakes the rubber bond and then all you do is clean it up with some alcohol on a Qtip and then add the rubber cement on the stem and reinsert.
Repete do no use anything else otherwise you may not be able to get it off.
Rubber cement is avalible everywhere and like I said before it is non distructive and will not harm the paint or locks in anyway.
