Is this all I need for HID? I'm new to HIDs, but $60 looks great to give it a whirl. How easy is it to install this?

Moreover, what's the legality on HIDs in CA? I am fairly certain they are not legal, but want to confirm.

First, relay's purpose is to supply enough power to the ballast to ignite the HID bulbs. This applies mostly for older cars, weak car batteries, and also old electrical stock wiring.
Second, is to by pass the computer the current cars have. Current cars are now mainly controlled by computer chips. Different car manufactures will have difference effects with HID is installed. I have seen more issues with the American cars. Japanese and European have less of an issue compared to American cars.

Yes, our HID kits are plug and play. Any HID that's not factory will be consider illegal due to DOT approvals.
In CA state will depend on the bulb temperature (color) you install. Staying within 5000K, 6000K, and 8000K will be much safe and are less likely to attract unwanted attentions from the PD.
