Buffer
is this buffer worth anything??
i figured it is small and inexpensive but 4000RPM will it give enough power to do good job?

Well it's cheap.
I seriously doubt that the motor is stong enough to do any type of polishing or buffing and the pad looks very small so it will probably take a long time to do an entire car. The old 'get what you pay for' saying.
If you don't have a lot of experience w/ buffing, I'd suggest getting a good random orbital buffer. Using a regular buffer incorrectly can cause problems (burning your paint, removing clear coat, etc.).
