You need to properly flush out the fluid from the rack and pinion. You could either keep drain and refilling the system and turn the wheel lock to lock when its full to eventually get the dirty fluid out. Or have someone at a shop do it where it gets hooked up to a machine that flushes it out for you in like 10 minuites.

...and if you need it done hit me up. My buddy works at a repair shop in Northridge and he and I work on cars at the shop after hours, so we could hook any of you guys up with repairs/installs.
