Default Going from One Scion dealer's service dept to another

Has anyone gone from one Scion dealer's service department to another Scion dealer's service department to have an installation mess-up corrected without added cost?

Not sure how they would work because they have to either...

1. Have the same tech fix the problem for you for free.
2. Backflag the tech who did the work and pay someone else to do it.

Another dealership cannot backflag other dealership for money so they have to pay their own techs with the money you give them. The only instance where you could do this is warranty stuff because Toyota picks up the tab.
