Sheared bolt removal, suggestions?

Ok, so here's my problem. I bought a used Greddy turbo, and whatever shopped took it off the other xB sheared two of the heat shield bolts. Not a major issue but then the shield rattled like crazy, driving me crazy.

I've since removed the turbo to put a Garrett on shortly. Before I sell I'd like to clean it up and restore the bolt holes if possible so the next owner doesn't have to deal with it. Does anyone have suggestions on how to get the sheared bolt out? So far I've tried to drill a pilot hole in the bolt center and then use an EZ-OUT. However, the EZ-OUT bit ended up breaking off flush with the bolt. I tried re-drilling but the extractor is tool steel and harder than my bit. Any suggestions?

The stuck bolt never moved. I think the combination of it being different steel than the turbo housing, corroding a little bit, and the multiple heating / cooling cycles have pretty much seized it in place. If I can get the extractor bit out, I've considered just drilling and tapping a smaller diameter bolt to just hold the heat shield down, it doesn't need to be that strong.

You could press drill out the entire thing and re-tap it for slightly bigger hardware. Other than that, get a bigger hammer!

Yeah, the turbo isn't the easiest thing to clamp down under the drill press though. That's what I tried the first time. This time I'm going to bolt it up to a spare motor I have on a stand to keep it from moving, then hand drill with a carbide bit. Before I was using a cobalt bit. I saw somewhere as well hitting it with a cooling aid to shrink the bolt, might try putting it in the freezer and hitting it with compressed CO2 before backing it out to possibly contract the bolt metal.

Also, I'll try using a reverse drill bit instead of the EZ-OUT.
