Chop down neglectful neighbors weed/tree?
So one of our next door neighbors is extremely neglectful. Tall grass, crap growing out of his gutters, out of control shrubbery, etc.
Growing at the speed limit sign right next to our property line was a little weed that has grown into a mini tree. It looks like crap and it's getting worse by the day.
Can I cut this weed/tree down? I think it's on his property but not by much.
Look closely and you can see where I stop mowing (property line) and where the speed limit sign is. My other neighbor hates it and thinks I should just go chop that shut down!

if it is in any way on his property or the trimming that you do kills the tree you leave yourself exposed to suit. just talk to him ask him if he minds if you cut it down, or better yet approach him to borrow a tool to cut it, make sure he knows you are going to do it, if a surveyor says its on his property its not your to cut down, but you can cut any that hangs onto your side. or ask the city to cut it if it hangs onto the street that passes the liability onto them, most cities have ordinances prohibiting trees from interfering with sidewalks or roads
Technacully its like shared land (I forgot the term for it) but it's is still public property so I would just cut it down. He could call the police but they will not do anything.
how is it shared land? dont cut the grass and see if you get a citation for it? no such thing as shared land-there is no community owned property, either private citizens own it or the city owns it
and if it is in fact on his property its called trespassing and there is a term for that, and trespassing and doing damages to a persons property entitles them to treble damages
