Fight the ticket. Also check if on the ticket he marked Toyota or Scion. My wife fights all my tickets like that. My registration says scion and tickets always say toyota. I LOVE TECHNICALITIES!!!

its $25 for a fix ticket now in Cali, and my bros friend got slaped with a airrefresher on his rear view mirror ticket in nyc, and my parent got pulled over with gps but no ticket in nyc as well

California Vehicle Code Prohibits Suction Cup Windshield Mounts

(picture of Mirror Mount for Radar Detector which is Legal)

In Cali, you will get a ticket for a suction cup windshield mount. That is consider Obstruction of View.

So you cannot use a suction cup windshield mount for like a GPS, Dashcam, Radar Detector, Phone, Compass or anything.

However, you can use a adhesive disc for Dash Mount. Bean Bag Mount. Or a Mirror Mount like for my Max360 Radar Detector.
