parking vs. standing

standing is having someone in the car that can drive, and u cant stay longer then 15 minutes(something like that) right? parking is literallyparking the car and having no one in the car right? i was under the impression u can stand in a no parking zone... am i wrong?
Sounds like you got a ticket. Was someone in the drivers seat? That might make the difference. I always thought it was like you said--but never heard the 15 minute rule. There are now some rules because of terrorism about stopping at all in some places. What exactly happened??

pulled the car over in a no parking zone... left my mom in the car, went inside, came outside once i saw her, but once they start writing they dont stop..those FKS!!!
