There was too much stuff on this poor car making it too hard to concentrate on one thing, but after a second glance I noticed the gnarley "intercooler" that this guy has mounted/screwed into his front bumper

 

Now somebody please help me I am confused... is this "rice" or would you consider it a sleeper

 

Is that even legal?

The neon looks to have an oil cooler on the front.

The yellow car I thought looked nice, a lot do, but seem to be in this classification.

I'll help you. It's rice because the rear axle is not connected to a drive shaft. So the oversized drag wheels on the back is only for looks.

saw this beaut on my way to work the other day and tried taking the best pic I could, but it came out bad and I could not get the front which was missing half the front bumper lol but this is what I got and still thought it was worth posting

 

Hmm ... that would be a tight race. I think the WRX will really have to push it to keep up.
