Default will this wiring work?

I'm helping my friends with some wiring. They want to wire some super bright led's (~3v) into their table, and want the switch to plug into the wall, and want as many as possible. I'm no pro, so I figured I'd ask you guys if this is right.

a wall outlet is 120volts, or 20amps, and should only be used to about %80 of power for safety, which means 100v or 17amps

so if you hooked up the led's in a series circuit, you could use about 32 leds safely, right?

also, if anyone can figure it out, what is the amp of those 3v leds? i couldn't figure out the wattage, so if anyone knows, that'd be nice.

and if they used regular leds, they could hook up 800, so that's a bit too much.

any tips or ideas would be good too. thanks!

ok, so it sounds like LED's might be too hard, so how could i hook up cold cathodes?
I would need like 8 or so, and they are 12v .3amp, so i would need like a 3amp ac-dc box?

for the LED's that wouldn't work

but if i use the cold cathodes, i'd need like a 3amp converter, because i'd need like 8. or a 2 amp. anyone know anything about this?

Use a 120v a/c to 12v d/c converter. I use one to test my led circuits. You'll just need to use the correct resistors.

Here's a led circuit calculator.
