Default inspection help with hid and tint

hey everyone!
so i just moved here and realized that i have no high beams
i have a 2006 scion xa with a hid conversion kit..
meaning i lost my high beams.
can i just buy new h3 bulbs and connect them back on my stock harness?
will it work? i have 7 days to go get inspected..
also i had a cop check it and they said its 3-4% too dark.

could anyone recommend me somewhere i can go get inspected that won't give me a hard time about it? if there's a place that will let me pass without putting on the stock bulbs that would be great too...

thanks!

theres a place on the everett/malden border i go to that's usually pretty cool.
i just got a sticker last month for my civic with no problems. it has 35% film on the front (illegal considering stock glass isnt 100% clear) and 20% film on the backs.
i need to get a sticker for the xb this month. i'm gunna go to the same place and hope it goes well. my main concerns are the headlight overlays, hids, and illegal front tint :D

to answer your question, yes, all you'd have to do to get regular bulbs to work is connect them to the stock harness

EDIT:
are you sure they're h3 bulbs? i checked online and i'm finding that they're 9003/H4
