you don't need a cat to pass the emissions test. As long as the CEL is off your ok. It wont pass the visual but no one looks, at least i don't.

New inspection machines only hook up to the OBD port, reads any DTCs set. I have passed a few cars with No cats at all. NY has done out with the Sniffer test on 1996+.

Yeah, I was looking at the DMV website about OBDII smog checks and I didn't see any reason why a turbo would not pass. It's just checking for things that would set of a CEL.
Just find a place that's in a hurry and dont' pop the hood.
