The S15 you are thinking of (white one) belongs to a higher up in the military who was stationed in Japan for a while and purchased it while there.

R33's manufactured between 96-98 are legal to import, but you must have an ODB-II retrofit. There is actually a company, DriftTuners, that is posting on NicoClub that they can do it, everyone is calling BS and we are all waiting for them to show proof the car that they said they got through with the DOT paperwork.
If yo want to know more about the North American Skyline Drama story it was in an issue from 0-60 a few months back, there are some scans online somewhere.

They are taking Unibodies, bringing them to DOT specs, and bringing them over. You can register them as kit cars, once you install your motor. They are getting their own Kaizo VIN and MFG info.. etc.
There is a unibody for sale in Cali, I think for 23k, it's on Zilvia.net
They have also done EVO3's, R34, etc.
