Why don't you just throw your stock axleback on real quick to get it signed off? It really doesn't take that long to switch just axlebacks.

that's the best idea....i didnt even think of it.
would my header and s-pipe make it loud if i toss the stock exhaust? (no, right?)

Shouldn't be loud at all, it'll pass the visual inspection of what they cited you for (exhaust) for sure. Just as long as they don't pop your hood, which they shouldn't.

and ANY tint on your windshield is illegal here.

cops only pull you over because real crimes are dangerous.

Windshield tint is illegal in all states, but you can usually get away with it if the tint isn't too dark.
