Behind it is a tow hook thing-a-ma-jig they use for loading cars into crates for transportation from Japan. You'll see them a lot on imported Japanese and European Cars. Most Toyotas built in the USA will not have this.

Yeah, the plug in the bumper has the threaded mount for the tow hook (which is in with the spare tire and tools.)
