Just wondering if i can get that hood and install the windshield spray things?

 

If you check their site, almost all of the pics show them:

So the holes are likely pre-drilled or may be marked for easy drilling.

 

when i got my hood, they were indentations shaped like the underside of the nozles, not very deep, kind like you can rub your finger across them and feel them slightly, if that makes sense

I had mine drilled buy my body shop
