Default Q's on DIY reclear CF hood

My vented cf hood has started to have patches of hazyness which i presume are flaws in the clearcoat.

I was reading some threads on reclearing the CF hood and they all seem to start with wet sanding / sanding off a layer of the existing clear coat.

1) Is this step done by hand? Or is an electric orbital sander too much for a clear coat?

2) Anybody recommend specific brands of clear coat and procedure of applying it?

FYI if anybody is following this...

I was able to temporarily solve oxidation on CF hood by using orbital buffer with meguires Ultimate Compound.

Then used NXT wax to finish it off. Looks shiny and new.

Its this polisher made form Meguire for about 7-8$
http://www.amazon.com/Meguiars-G1721.../dp/B001O7PNNM

The orbital buffer only cost me like 25$ from home depot. I think it was a cost effective solution to my problems, just very time consuming.

Cool, do you know ballpark pricing for that? Does your friend own a shop or do it at home?
