Default touch-up paint question

I have over 15 small~mid rock chips on my bumper and hood so I am gonna buy touch-up paint pen from dealer, but I have some questions. Do I just put it on without any preparation? because if I just use touch-up paint on the spot, it will be still noticeable and I will still feel the un-evenness on the surface. I've done this on my previous car and it looked crap (I didn't care because it was an old car) What else do I need to make it look good? and what step? please help me. thanks in advance.

I think without actually sanding down the spot (or even the entire panel that has the chips in it) and re-appling the paint evenly, you are going to be left with a spot that can be noticed.

1. THOROUGHLY clean the area. final cleaning with alcohol
2. 2 layers or so of touchup paint
3. a layer or two of clear
4. wetsand with 2000 grit to even the touchup with the rest of the paint
5. wetsand with 3000 grit
6. polish back to gloss with appropriate abrasives and a machine

a proper touchup takes *alot* of time, and some know-how. I've come close to making it blend back in perfectly, but under inspection you can still make out where the spot was due to the metallic flake being off (metallic in touchup doesnt work correctly unless airbrushed on).
