I was thinking that a paint ball gun barrel might just screw in to that tow hook with a little work on the threads... Maybe?

Depends on the barrel type, you should look at it, it might be already threaded like an impulse, autococker, angel, etc, just do some researching.

I also know people HID's in OEM halogen headlamps, people without carb approval on their turbo kits, people who street race... I even know people who transport and sell narcotics. Just because somebody does it doesn't mean that it's legal. What kind of logic is that supposed to be?

All those things you said either arnt that big of a deal to cops or easily hidden....no hiding a pole stiking out the front of your car....why dont you just make it into a lance and start your own car lancing sport!?!?!?!?
