So i was on my way to work today and going down a street with a known speed trap. For once, i was going the speed limit, and had my seat belt on, being the legal beagle i am
Of course, there is a city PD officer, sitting at the bottom of the hill, watching for speeders. Once i pass him, he takes off after me and pulls me over. He immediately states that he pulled me over for an illegal modification to the exhaust and was going to cite me. I told the officer, "I am not trying to argue officer and i mean this with the utmost respect, but isn't ONLY illegal to modify a muffler that exceeds 95 dcb, or delete any catalytic converters, or enlarge the size of the piping of the exhaust?" The officer says that i was correct and then...
"Pop your hood sir"
Son of a you know what!
He sees my CAI and asks if i have an EO # and of course i say no and then he writes my ticket for...
Non emission legal vehicle
modified exhaust (he said to let the ref decide)
and for CAI without CARB EO #
then put the ref sticker on the back so i can't even have a friend sign it off.

Dang that sucks. I've learned that you don't have to pop your hood unless there is reason for him to believe that there is an issue. Nevertheless, it sounds like you weren't going to leave there without a ticket no matter what you do. Some cops are just burnt out and look to purposely hurt people. Maybe its because hes jealous of the car, maybe because his wife wont put out, who knows, but when a cop sets his eyes on you, he'll get you for something. Luckily, that stuff isn't too bad and you can throw back on your stock intake for an inspection or whatever...i hate cops

honestly, I thought this was gonna be another 'cops are d1x cuz they caught me speeding' thread...which i am quite sick of. THAT, my friend is a load of bull.

a ref is the referee you go to see on the court date and you plead your case to. if you plead guilty they issue you your sentence. if you plead not guilty, they set up an actual court date with a real judge. they are normally lawyers training to be judges. they are who you see (here in CA) when you get a moving violation, or in this case, the fix-it ticket specifically says you need a ref to sign it.
what city were you in? what law enforcement agency was the cop with?
i took off my intake and use a subtle exhaust (greddy sp2) to avoid tickets.

on my GTI i was sent to the ref for my intake. i just swapped back the stock intake and paid the small fee ($10 i think it was).
on my 240SX, i was also sent to the state ref for my sr20det motor swap. i chose not to see the ref and pay the $750 penalty. shortly afterwards I sold the car LOL.
contrary to popular belief, the ref isnt scary. he'll look over your car tell you to put it back to stock or get legal parts.

Aha lame, I recently got a ticket for modified exhaust, exhaust noise, and unlawful license plate lates. Injen SES Axelback, from what I know isn't exactly considered loud out of all the tc exhausts, but whatever. I didn't have a stick on the back of my ticket, but I still need to go to a ref to get it signed off .-. Hopefully they wont check under my hood, cause uhm, that intake isnt exactly legal and I dont feel like taking it off, it was a pain to get down into the bumper area ;( Oh yeah and the license plate lights, are white leds, cops can be ___... sometimes they may actually do their job, but seriously, giving out exhaust fix it tickets for ones that don't even deserve it, cmon now.
i thought whittier pd was sheriffs.

^i agree with hkspeed, thats why im on my 4th exhaust. i settled with greddy DT, it has a similar can like sp2 except its slightly hidden.
