Semi, I posted an explanation and possible trouble zones for your code in the first tread that you mentioned your problem... Should keep an eye on the threads you post in ;)
P0137 Oxygen Sensor Circuit Low Voltage
(Bank 1 Sensor 2)
- Open in HO2 sensor (sensor 2) circuit
- HO2 sensor (sensor 2)
- HO2 sensor heater (sensor 2)
- EFI relay
- Gas leakage from exhaust system
Mosst probable cause is that the senosor got damaged during re-install.
The diagnostics routine in the service manual is about 24 pages, so not sure it makes sense to post it here.

I got the o2 sensor for zpi with the o2 sim already attached to it. Now could the o2 sim be drawing volts out of it to make it run low volts and if there is an exhaust leak would it not throw a different code. and i know the relay is good. I was wondering if i damaged the o2 sensor this would be the seconded one i have had how would you know if the o2 sensor is damaged.

Doesn't O2 sim *replace* the stock O2 completely? I did not think they should be running parallel. But with an extra piece of electronics in the circuit nobody can guess what's wrong. I would ask ZPI - can be a malfunctioning sim, or just a mistake in the install manual.
As far as gas leak from exhaust throwing a different code - I just quoted what the service manual said about your P0137, and yes, gas leak can trigger several different codes, but in your case the leak does not seem to be an issue.
I would take the O2 sim out - run the car like that or with the antifouler "mod" installed. If instead of getting P0137 you get a different code (cat efficiency below threshhold for example) - it means that your O2 sim is pretty much broken.

no the o2 sim gets spliced into the the o2 sensor 3 wires and it has a light that blinks to let you have that it is working I talked with kenny yesterday and he told me to wrapp the wires with electrical tape and i did and I am still getting the cel I assume that that is the way it hooks up because thet did it so the only other thing is the o2 is back( but Kenny swares it is good) or I have an exhaust leak.
