1. so long as you don't over rev and redline the engine, no, this is called "engine braking" it is a braking technique,
2. redlining is never necessary for proper engine maitenance. unlike what martin lawrence said in blue streak "sometimes you gotta feed alittle speed to your ride". now , as the same time, you don't want to drive at rpms that are too low for engine to work, because hitting the gas at 1000 rpms to accelerate puts alot of load on the engine, and transmission and is called "lugging" the engine. you want to keep the rpms at about 2000 rpms for cruisng speed.
3. washing the engine bay doesn't really help anything at all. it is an interal combustion engine, it all happens inside. you just have to clean the intake, run some fuel cleaner, change the oil periodically, flush the radiator, and keep the front grill clear to make sure air is going through the radiator.
4. no, you don't need to chance the gear oil in your manual transmission, atleast not very often.

When I worked at carmax,my job was to pressure wash the engine bays and then spray them down with tire shine to get them to look nice.I have NEVER had a car self destruct on me even after pressure washing the hell out of it.And believe me,on some days I really tried hard.
