uhm.... oil filter can get stuck even if they lubed it....

so i wouldn't immediately make assumpitions because you can't get it off...

get a good oil wrench and get some leverage on there.... if you can't get it off normally, then do you expect the dealership to?

but they don't have some magical super oil wrench.... there are some types do better than others. i personally love using Lisle's adjustable end-cap wrench..

the more you put torque.. the more grip it gets... (never had ANY issue with it slipping)
along with being able to hook up to a big ratchet that can give you plenty of leverage.

Just so you know, if you took it to the goshdarn dealership and they used a goshdarn oem filter, they come pre-lubed by toyota. There is a little piece of plastic on the filter over the gasket end to make sure the lube stays on there. So I guess maybe a claw wrench from mactools or snapon would be a good purchase. It works just like the end cap wrench but has 3 arms to crush it and if you need more leverage still use a pipe on the end of your wrench. Keep in mind that you are most likely changing the oil on the ground so you will be able to use less force due to the positioning of your body.
