maybe it was a knock-off? although it sounds other people have had that problem too... so iunno...

When I installed mine, I saw how close it was sitting to the bumper so I took the stock exhaust bolts and shoved them into the holes on the hangers. It doesn't sit center and it melted some of the bumper, but it doesn't look as bad as yours.
