Would it pass emissions testing without being CARB legal and just running both cats?

Thanks, I'm a newbie in FI.

here in maryland you can pass emissions with anything no your car just aslong as u dont have any check engines, they just passed a new bill taht states the emissions centers arnt to check for cats nor are they allowed to put you on sniffers if your car is obd2 which ours is, so aslong as you have no checkengine light or any codes pending your good to go, i had a stage zero kit and i had no cats i used a antifouler trick and i was able to pass
Hmm... I did not know that, I thought we were screwed here in MD with the emissions tests! Why did you need an antifouler trick though? Did you have a CEL? Sorry, just curious
they anti fouler trick was because i had no cats...an anti fouler is needed to eliminate check engine lights related to removing cats

This CARB hype will apply and appeal to CA residents only really since every state has different emissions laws.
