Default Check engine code with turbo

I'm trying to get my tC inspected live in PA of course. I borrowed my friends OBDII scanner of course it doesn't read fuel trims but I keep throwing P0172 System Too Rich (Bank #1). Is this probably a tuning issue due to fuel trims being off?

Yep you need to get your car tune , I live in md and I just passed
Emissions last month wit my turbo tc , or try to put cheap gas it might help
Just to get rid of ur cel for a few days......

Definitely a fuel trims issue. Either that or a bad primary O2.

you need to get the car tuned...a good base map will help but you need to have the car tuned.
