uhm... you only use a bov when you go for boost or forced induction. if you wanna just mess around for the sound (which is fine for poopless laughs), you should try this:

you'll find these on ebay, but be warn if you're doing it for the sound alone, get ready to be labelled rice. just my fair bit of warning.

blow off valves release excess boost pressure from a turbo or supercharger so when the throttle body shuts the pressure doesnt go back towards the turbo or s/c.

you cant just put one on. you need a turbo or supercharger system

it's no bother at all. http://auto.howstuffworks.com/turbo.htm

here's a little link where you can learn about forced induction or particularly turbocharging. you are not at that level of modding and have yet much to understand about cars. that site, howstuffworks, will gradually teach you.

about this blow off sound you want, are you doing this purely for the sound and for joking around? you aren't going to fool ppl with the thing for too long, and infact, it's kinda universally degrading to yourself in the end. the sound is nice for playing around and that's just about it.

about the tailpipe, it's the pipe behind your car below the bumper. that BOV imitator screws/latches onto the pipe and placed inside. everytime you step on the gas, the air goes through and makes the sound.

again, i suggest you that is for just pranks. you will be seriously laughed at if you just want the sound for imitated intimidation. so, learn your car stuff well, my grasshopper.
