Turbonetics wastegate opening at idle

Turbonetics wastegate opening at idle
I have a small leak in the dump tube of my Turbonetics kit. If I hold my hand next to it I can feel a leak pretty strongly at idle. Should there be any air going through the wastgate at idle? I thought this was odd and I should ask.
I also think the turbo spools up kind of slow. At like 30% throttle I am still in vaccum and everyone here says they have part throttle full boost issues. I'm starting to think that I have an issue with the wastegate.
I dynoed ok at 250whp, but that was a Dynopak which supposedly runs kind of high.
I also get a ton of backfires at part throttle which may be normal, but could also mean that it's running rich because the turbos not spooling fast enough.
Any opinions or thoughts on how I could test this?
