Exclamation Gauge Cluster LED Swap Problems

Hello, so I recently tried doing the Gauge Cluster LED swap on my 06 manual tC1. I followed all of the steps and switched all of the LEDS with Blue PLCC-2 LEDs and the resistors with the correct ones. However, they won’t light up. The only LEDs that light up are the indication symbols such as the check engine light, low fuel, turn signals, ect.. the ones that don’t turn on are the rims faces, speedometer face, and cooling and fuel faces.

I know they light up because when I touch one side of the solder with a hot soldering iron, the LED shines blue. It’s very dim, but it shines. However when I plug in the PCB into the connector in the car, they won’t light up.

Any thoughts as to what might be wrong?
