Default Switch Panel

So I'm installing some lights in my engine bay and all that is easy enough, my question is, how do I get behind the switch panel on the left* side of the steering wheel? I'm trying to install a rocker switch, but I can't figure out how to either get the panel out so I can replace it, or pop the whole thing out so I can cut it.

Look below the panels and there is another cover with a handle type thing... Pull the bottom cover off and then you can push one of the little panels out and install your switch

My car is JDM so its right hand drive
