It's on a creased surface, so it's highly unlikely that it would pop out back to its normal state. Besides, whats the point of paintless dent removal, if you've already got some nice big massive scratches on the car?
My own paint is intact, the streaks are paint transfer from the offending car. It was actually a lot worse, I managed to buff a lot of it out, but I didn't want to risk damaging my own paint so I figured I'd leave the rest to a professional.
Are the scratches into the paint or just on top of it? If they are on top then you can use 3m rubbing compound, and it should take them out. As Carbon stated above the dent is on a body line so it will not have the same shape if it was pulled out.
I know of a body shop that does some very good paintless dent removal. They managed to pull a very messed up fender on a Nissan Armada and it looks like nothing ever happened... and that fender has a lot more complex body lines than the section of my car that's dented.
I'm mainly curious if there's a difference between front fenders and rear quarter panels when it comes to paintless dent removal, because I heard somewhere you can't pull dents out of quarter panels.

Most likely not due to the fact that a.) it is on a pretty sharp body line. b.) the access to get it from the backside is minimal.
If it were done it would be noticeable for sure. BTW pdr causes microcracks to occur in your paint from the poking and prying which could quite possibly fail down the road. Get it done at a shop. Rough estimate would be @ $52/hour 3.0h for the dent, roughly 3.5h to refinish quarter, .5h drop the right side rear cover, .3h pull rt rear tail light, .3h take off rocker cover, = 395.20 + material, 1/4 glass removal and install, waste disposal and whatever else they charge by you.

Wow... that looks a lot like the damage I had repaired in the Spring.

The dent went across the entire wheel arch.
I believe it was about $550 or so, though I also had a large door ding taken out at the same time.
I wrote my own estimate for it and it came out to be about $425 - so it depends on where you take it.
That doesn't qualify as paintless repair damage.
You should use your UMPD coverage on your policy if your state has it. It would be a $250 deductible.
