there's a thread for this already but anyway:
take off both back rims then on the drum you'll see a rubber plug, take it out with a screw driver and rotate the drum until the hole is on the bottom and you see a little gear inside it. Use a flathead to rotate the gear a few turns upwards until you can't rotate the drum anymore. Then move the gear two clicks down so there won't be friction as your driving. Remember to leave your e-brake down as you do this

Question though, when does one need to replace the shoes and other components of the E-Brake? I'm at 88k here and when I first got the car back in 04', I used to use the E-Brake religiously and think the components might need to be changed out. What are the E-Brake components rated for typically life wise?
unless you are using it to drift with it will last a life of the car,it is jsut there to hold car in place,they lose a little material off the shoes over the years but not enough to really ever wear out........you should be fine,but theyarea easy to change out if you take the rotor off and look inside you will see if it is worn out.
