Default Somebody HELP!!!

My 2005 Scion TC won't start
My. Battery alternator and starter have been tested and work fine. I recently replaced the ignition lock cylinder and it came with a new key...I programmed the key fob and I don't think the car recognizes this new chip...resetting the ECU hasn't worked. I talked to the dealership but of course they want $500 for fifteen minutes of their time which I assume would be programming the new keys.
I want to know if there's a way I can get past the security system.
The dealer told me that the immobilizer sees a threat it won't let the starter do it's job.

Paperclip it to reset/re-pair the immobilizer to the current key: https://www.scionlife.com/forums/sci...0/#post3712232

Steps (replace "SST" with "paperclip"):

ECU COMMUNICATION ID REGISTRATION
NOTICE:
If the transponder key ECU and/or ECM has been replaced, register the ECU COMMUNICATION
ID to both in order to match their IDs.
The engine cannot be started unless the ECU COMMUNICATION ID matches.
(a) Register the ECU Communication ID
(1) Using SST, connect terminals TC and CG of the DLC3.
SST 09843–18040
(2) Turn the ignition switch ON (do not start the engine) and leave it as is for 30 minutes.
(3) Turn the ignition switch OFF and disconnect terminals TC and CG.
(4) Check that the engine starts.
