Anyway, I did not put the needles on all the way down and I noticed that there was a significant lag to the needle movement the next time I drove the car. I pulled out the needles again and made sure to push it firmly down. That fixed the problem.
Be sure that when you are placing the needles back, you place them so that the bump stop is at the very beginning of the gauge. If you don't do that correctly, the gauge will be off by some amount.
