its the camera lens... it cant "See" the extremely bright, super fast light pattern.

maby the guy is actually a cop?

edit: if you read the tags, it says "fire lights" i would assume he is just a wacko voulenteer fireman. In pa the fireman are only allowed blue lights, but it is different in different states.

I know for some volunteer firemen and peace officers, they are allowed to have this on their private vehicles.

I wonder though, if this tC were to make a citizens arrest, would they still charge him as impersinating a peace officer if he used his lights to get the individual?

Virginia Beach PD has a tC they use as an unmarked. FM with 5% windows, stock other than that.

That would probably be the primary goal of the defense, to prove that the detention and arrest via the use of the lights was unlawful. Any citizens arrest must be done without breaking any laws, civil or criminal. If you tackle a guy for taking some lady's purse, and you're not a sworn peace officer, he can sue you for assault. Fvcked up, but thats how it works.
