What is rice qualifications / Rice citation
It's a kit car. A Sebring to be exact. 200 horse type-1 VW, air-cooled, 4 speed, and weighs 1600 pounds. VERY fast, but no a/c, no heater, and the windows only pop out about 3 inches. It was like driving a glass coffin!
I got enough for her to pay cash for my tC...plus a bit left over for modifications!

Where I live, theres rice everywhere. Some dude at the mall I work at has a "bubble" Caprice with rims and system that exceed the value of the car. He also "tastefully" added a "Dukes of Hazzard" horn to his hooptie! It doesnt work properly, so it only blows a few notes. Last year some other guy would needlessly fly around this same mall with a base level Neon that he cut the muffler off of and added a 90 degree elbow, making redline shifts, and generally annoying everyone. He hasn't made any appearances in several months, so hopefully something really bad happened (repoed, blown engine, licence revoked, something like that).

Tonight, I saw a tC with "Injen" license plate frame. And the tC didn't have exhaust nor CAI sound. All I'm going to say is "Nice try." I will say I have TRD lowering springs,sway bar in boxes and struts on order; do I have them stated in my user profile? Nope! I will not until I get them on the car.

I have a '73 Celica. Following this criteria would put the car in as rice because it doesn't have an exhaust. I also plan on buying new wheels for it, but all brand new wheels/tires cost more than the value of the car.
Like the bottom of page 1 says, that list is pretty much saying every car on the road is rice. The "rice" list if amusing though.

Front-end damage that's never fixed (or going to be fixed) on a car with a crappy body kit, rice enhancements, etc. That's usually a telling sign that the driver owns the entire Fast and the Furious trilogy and tried some sweet Tokyo Drift action, but narrowly missed Darwin standing in the road.

i thought rice only applied to imports... hmmmm, but some of the things on the list don't quite mean rice such as talking on the phone while driving a manual... what the hell.. i talk, smoke, drive, all while shifting baby! OH i also agree... wack azz body kits are definitely RICE!
Those parts that make the cars ricey cost a lot of money. I can't even afford to make my car look like a POS. It amazes me how some people can afford to do such awful things to their vehicles.
rims that exceed the value of the car and stereo system that exceeds the value of the car is not rice at all. Usually the people that rice there car out, are too poor or cheap to actually buy nice wheels and stereo systems.
