Default brake pad screech while braking....time to replace?

I've only had my tC for 18,000 miles or one year and seven months from October of 2007. It's been sitting outside the house for the past month or so being driven on the weekends and about twice during the weekdays. Today i noticed that it started screeching whenever i started braking. Before i was told it was due to the rust that the rotors get from sitting outside but this time i think i heard the metal indicator on the brake pads. Is it time for me to switch my pads or is it another case of rust?

I don't drive hard and i don't track the car so why would i have to change it so suddenly?
