Default Help: E-Break

So like 2 nights ago we had a snow blizzard here. My car was parked outside in the street and I moved it into a parking lot. The parking lot was private, so I thought I could get away with one night since there were plenty spots and odds were that the ppl who owned those spots wouldnt be back in the middle of the snow storm. So the next day, they plowed the streets and I move my car back on the streets. Next morning my car was towed and ticketed.

After going to get my car back, my ebreak was wobbly. I have a 5 speed and had the ebreak on. They probably towed the front up and dragged the rear the whole way. Is there a to fix the ebrake? Or can I complain to state?
