while we're on the topic......what does the offset tell me? for instance my 19" axis rims have an offset of 35mm (I think). So does that mean they are sticking out further by 10mm?

depends on the width of the wheel too. but generally speaking, the lower the offset, the more the wheel sticks out.

most 5x100 19inch axis wheels are 8 or 8.5 inches wide. compared to the 7 inch wide 45 mm offset stock wheel.
1 inch = 24 mm. so if your wheel is 1 inch wider, then it sticks out 12mm on each side. but since the wheel is 35mm offset, the outside sticks out 22 (12+10mm) while the inside is only 2mm wider (12-10mm), compared to a stock wheel. if your wheel is 8.5 inches wide, then add 6mm to each side.
