Cold Air Intake vs Short Ram Intake

Default Cold Air Intake vs Short Ram Intake

First off what us the difference between a Short Ram Intake and a standard Cold Air Intake besides one sits on top of the engine and the other towards the bottom I live in a neighborhood that tends to
flood with a lot of rain so would I have to remove it every time it rains. Second off I was looking at Injen Intakes what would you recommend for best performance and for better gas mileage.
