Front Bumper Question
I believe they would be assembled there in Akita, Japan. However, parts for the car depend on the supplier, So, Toyota may have contracted a company to make bumpers for them here. Correct me if I'm wrong.

it absolutly does not come painted from the manufacturer. when you order a OEM bumper, it comes in raw plastic.
$400 to just paint a bumper is a rip off. my shop would charge about $140 to just paint a bumper. thats providing that you supply the bumper and you do the install

I have the same problem. The dealer cost for a new raw plastic bumper cover for scion xa is $218 here in Hawaii. Of course not painted but shipping cost probably added into it. I have to replace mine due to a small accident on the front corner of my xa. The bumper was clipped at the front and wrinkled on impact a little bit towards the passenger headlights. So it is definitely not a bondo work (considring its also plastic?), but in need of replacing of a new bumper cover. I'm looking into buying the stock bumper cover and getting it painted. I am also replacing the bumper covers on my own. I'm not jacking this thread, just close enough topic that can be answered in one and help both the author and I in this issue.
Does anyone have any schematics on how to take of the stock front bumper cover? Since the bumper covers are flexible and are plastic, what should a body shop use as a primer to prevent the paint from cracking?

as for your bodyshop question.. they will need to use a plastic adhesion promoter under the basecoat and some flex additive in the clear coat

Thank you autopainter13, I hope this helps the author as well. I got a quote from a paintshop at $300 bucks to paint the new not mounted front bumper . It doesn't sound like a deal and I dont know if that's the going rate here in Hawaii. I know you mentioned half of this is your price. The color is flint mica stock from toyota. The only problem is I jumped into a deal to quickly. I didnt want to haul the bumper anywherelse since it was getting late. Now I'm thinking of getting my bumper back from the body shop tomorrow.
