I have owned my 2006 scion xa since August of 2012. I did not realize that their are parking lights in the headlight but they do not turn on. All the connectors has a blub and are in the headlights. Nothing seems to be missing????

 

Try replacing the bulbs. Wedge bulbs don't last too long. I've replaced them on several cars. I had to replace mine when I bought my XA as well. I went with LED, but you can get regular halogen wedge bulbs at any auto parts store. Try the Long life bulbs.

Replaced old dead bulbs with led yellow bulbs

 

Do you have any pics? I'm wondering how that looks. I have "true white" bulbs. They're more blueish than white.

 

I actually bought 20-led white bulbs for the parking lights but they were not bright enough. So I just replaced the license plate bulbs with those.
