Default 06 xA CEL gas filler pipe related

Just the other day my 06 xA threw a CEL. Nothing has changed with the car, gas mileage, idle, driveability wise. It still runs good like always. I have it narrowed down to one possibility. After reading about the problems people have with the charcoal canister, I thought maybe that was it. I pulled off the gas cap and noticed that the metal flapper(?) that gets pressed in with the gas pump nozzle is gone. You can smell gas right after you take the cap off and I know that's not right. It's basically just a hole now.

So my question is, what part is this flapper attached to? Here is a link to Sparks Toyota's website. My guesses are #7 or #11.

I'm going to attempt to fix it myself as the dealer is 15+ miles away and i'm sure it would cost me more than it should. Will there be any other parts I would need to purchase?

The flapper is part of #7 from your link. #11 is nothing more than a rubber piece that isolates the filler pipe from the metal quarter panel on the body.
