Default Need Help with a Under Carriage problem ASAP

First off i will say this, this is my first post and i have used the search button to try to find an answer. BUT my problem is i dont know what this part is called so i will try to describe best i can. I drive a non-modified Scion Xa 06' and this puppy has 54k miles on and it was bought August of 06'.

I hit a bump last night driving home on I-35 and i heard a loud pop then a grinding noise until i was able to pull over. And a big piece of plastic right behind my bumper that seems to be held in with clips has fallen not off but semi off. The dealership doesnt cover that under my extended warranty since its considered "trim". Anywho the piece of plastic behind the bumper reminds me of a skid plate from the Tundra's. Again i dont know much about cars but im trying to learn and take better care of my vehicle.

And if anyone could help me or point me in the right direction to get this fixed that would be great. Because this is my only means of transportation and i have to drive 60miles each way to work every morning and night. And i want to make sure its something i can just safely remove, or if its a vital part of the car, or if its something that a local auto shop in Fort Worth, TX can install if someone on here directs me to a place to buy a replacement. And for kicks and giggles the Toyota dealership i bought it from wants to charge me $300 to inspect it before parts and labor so if anyone can help me i would be forever in your debt.

Thanks Guys/Girls

Its design to direct air flow under the car and through the radiator and condensor.
