REALLY NEED HELP,,,my car won't go over 83mph ?????
Excellent thought, Gardiner! Considering the various bits of info we have gotten from the OP, it could easily be the Throttle Position Sensor adjustment, or the Throttle Cable adjustment. Either could cause the listed problems and either would fit the dribbles of info we now have.
Here's the section of the repair manual that covers the removal and installation of the throttle body, and the installation portion covers adjustment of those two. Just simple tools, no special test gear.
Good place to check.

how bout you count as it shifts and see? its not hard to figure out a shift you can start there if it shift 4 times then you know if its tachin out and not shifting a 4th then you know. if it shifts 4 times then its not tranny related unless its shot

Scion's test data shows its top speed is a true 103, which might indicate as over 115 because of the way the speedometer is geared.
Think of how that affects gas mileage when you use the odometer to figure it out. You think you are getting 33mpg and maybe only getting 30mpg!
While the speedometer is DESIGNED to show an artificially high speed, but the odometer is about the same amount off IN THE OPPOSITE DIRECTION.
With the stock tires and wheels you are actually traveling FARTHER than the odometer indicates, and therefore getting slightly BETTER mileage than uncorrected calculations would indicate. (The usual error in the odometer with stock tires and wheels is about 3%, which would require multiplying the raw MPG figure by 1.03...)

yea if ur O/D is messed up, you might as well put a hitch on ur car and tow things because that is the general purpose of O/D, to lower the amount gears or ratio for better hauling thats why you car will slow down quicker when accelerator is not being used. That sounds like when i switched my GMC Envoy into low 4 wheel drive mode, higher Rpm's but mostly torque is attained in that effect. wouldnt do over 45mph but 4 wheel hi did up to 80-85mph
