Good news: Yes, you can get them to work with aftermarket stereos. I have seen someone on the posts mention something about doing this with their '06.
Bad News: I don't know who or where. My best suggestion is to do a search on the forums or check out ebay.
I know it's not much help but at least you know that you can get them to work with aftermarket stereos.

You can swap steering wheels with a scion that does not have steering wheel controls.
Talk to SqallLHeart , and see his post here. https://www.scionlife.com/forums/viewtopic.php?t=137292

You want a gizmo called a SWI-ALP, and one of the compatible aftermarket HU's-
http://www.pac-audio.com/products/pr...el%20Interface
You can follow the links to the installation guide for scions. Programming it seems a little weird, but once that's done, the steering wheel controls should work... you can even assign different functions than stock to the buttons, depending on what you want to do...
No, I haven't used one, but I've used a few of their other products, and they performed as advertised...
I may need one, depending on how well I can get the stock HU to work with aftermarket amp and speakers... still waiting on parts, and a free weekend...

How about changing stock steering wheel of 2006 Xb that has Scion Ipod head unit, and adding Xa steering wheel that has radio controls?
I have seen that some of the Xbs have them...where did they come from?
Can I do it myself, or is it something that dealer should do?

Retrofitting older Scions with the 2006.5 steering wheel controls looks to be entirely impractical, unless you're willing to transplant the entire steering column assy, then deal with the wiring and interface it to a stock 2006.5 HU or to an aftermarket unit using one of the PAC adapters... seems hardly worth the effort.
OTOH, 2006.5 models with steering wheel controls can be interfaced to a wide variety of aftermarket HU's, paying careful attention to what's compatible with what.. the PAC site gives a lot of insight, and Crutchfield lists the PAC wired remote adapters as accessories on those units that will accept them... Or go with an infrared adapter for even wider choices in HU's...
Anybody craving steering wheel controls on an older Scion might consider this infrared gizmo from Pioneer, along with a compatible Pioneer HU-

Similar items from other makers may be available, dunno...
