Best alarm under $300
Anything specific your looking for the alarm to do? Circuitcity sells an alarm with keyless entry for $199 installed, its a python460 made by DEI, who makes viper and clifford. Its a good alarm, with built in shock sensor and starter kill. But it still comes down to what you are looking for the alarm to do or special features.
I have Crimeguard 533i4, got it from Crutchfield, and I love it. It hast the typical starter kill, shock sensor, and is compatible with a proprietary pager remote that is as easy to install as pluggin into the alarm brain. As far as difficulty, it's not too bad to install on your own. Just take your time to study the wiring diagram and wiring instructions and always make sure to ask if you are unsure. Use 12volt.com for finding wires in your car and for asking questions and you should be good. By the way, the pager option on my alarm is great! It has great distance and always keeps you posted. Best of luck on your install, if you do it on your own!

Astra 777 - anywhere between 75 to 100$ and only 175 installed
two way paging, light flash... i mean.. it depends on what you want the alarm to do
but imho - the astra is a very flexible alarm for it's price
